Steve Jones
Austin Police Department

Steve Jones is a Corporal with the Austin Police Department where he has served for the past 17 years. He is currently assigned as a Detective in the Vehicular Homicide Unit. Prior to his promotion, Steve spent 11 years as a member of the Austin PD SWAT Team and served as an entry team member, Training Coordinator, and Team Leader. Steve is active in the state wide tactical officers association, TTPOA. In addition to his police duties, he is an instructor for the Austin PD, TTPOA, the Advanced Law Enforcement Rapid Response Training (ALERRT) Program, and is a Master Instructor for Combined Tactical Systems (CTS).

Marc Joseph
Las Vegas Metropolitan Police Department

Deputy Chief Joseph has served with Las Vegas Metropolitan Police Department for more than 25 years with assignments throughout the department. He was appointed to the rank of Deputy Chief in 2005 and has been the division commander of the Patrol Division, Human Resources Division, and currently oversees the Special Operations Division. Deputy Chief Joseph guided the Las Vegas Metropolitan Police Department’s internal “BELT-UP Safe Driving… It’s up to you” campaign after the agency suffered the tragic loss of three officers to on-duty traffic fatalities throughout 2009.

Frank J. Martello Jr.
Stafford County Virginia Sheriff’s Office, Retired U.S. Marine

Frank served 24 Years as an Officer of Marines (Infantry), 18 Years of service as a Law Enforcement Officer (Patrol First Sergeant, SWAT operator and sniper). He has Virginia DCJS certifications as: General Instructor, Defensive Tactics Instructor, Firearm Instructor, National Rifle Association Firearm Instructor (handgun, rifle, shotgun & select fire machine/sub-machineguns), Federal Bureau of Investigation Sniper School. First Degree Martial Arts Black Belt (Jiu Jitsu). He is currently serving as an auxiliary Law Enforcement Officer with the Stafford County Virginia Sheriff’s Office.

Will Mercado
Austin Police Department

Will Mercado is a 13 year veteran of the Austin Police Department and is currently assigned to the Patrol Division. Will spent 10 on the Austin SWAT Team, serving as the Team Leader for five years. Prior to joining the police department, Will attended George Mason University earning a Bachelor of Science Degree in Administration of Justice. He served four years in the US Army, three of which were with the 82nd Airborne. Outside his assigned duties, Will is an instructor for Austin PD, the Center for Advanced Immobilization Techniques, the Advanced Law Enforcement Rapid Response Training (ALERRT) Program, TTPOA, and is a Master Instructor for Combined Tactical Systems (CTS).

John T. Meyer, Jr.
Team One Network, LLC

John is President of Team One Network, LLC a company established to test, evaluate, train and market various manufacturers’ products to the Law Enforcement community as related to officer survival. John spent 15 years with Heckler & Koch, Inc., and was the former Vice President of Sales and International Training. John led a team of instructors that pioneered the integration of formalized training doctrine with practical field experience. These cutting edge, realistic tactical training courses have become an industry standard. John was a Lieutenant with the DOD Police, where he served as a special reaction team leader and is a past President of FOP Middle Forge Lodge 100. He is Vice President of the International Association of Law Enforcement Firearms Instructors (IALEFI) a member of the Policeone.com Advisory Board and a member of the Police Magazine Advisory Board.

David O’Meara
MTSI

David’s career at MTSI (Caswell/Detroit Armor Corporation at that time) spans more than 19 years. Joining MTSI in 1993 David has held various positions within the Meggitt organization. Prior positions include Installer, Service Manager, and Sales Manager LE Sales Live Fire & Virtual. His current position is Director Law Enforcement Systems for Meggitt Training Systems.

Dale Stockton
Law Officer Magazine

Dale Stockton is a 32-year-veteran of law enforcement, having worked in all areas of police operations and retiring as a police captain from Carlsbad, California. He is a graduate of the 201st FBI National Academy, the California Supervisory Leadership Institute, the FBI Southwest Command College and holds a graduate degree from the University of California, Irvine, in Criminology, Law and Society. He has served as a Commissioner for California. He has taught criminal justice classes for more than 20 years and is the Editor-in-Chief of Law Officer Magazine and LawOfficer.com. Stockton is the architect of Below100, an officer-safety initiative designed to reduce police line-of-deaths, and has been involved in the presentation of the program across North America.

Capt. Ed Allen
Seminole County Sheriff’s Office

Ed Allen is a lifelong resident of Seminole County, Florida and holds a Bachelors Degree in Applied Behavioral Science. He is a graduate of the FBI National Academy. He has been with the Seminole County Sheriff’s Office since 1987 and currently commands the agency’s Special Operations Division which includes SWAT, EOD, Aviation, Dive, Marine Patrol, Canine and Disaster Response teams.

Ed is a Florida certified law enforcement instructor, an Incident Command System Instructor, an authorized OSHA Safety Trainer, DHS WMD Awareness and Operations Level Trainer, and a Respiratory Protection Instructor. He is a FEPA Florida Associate Emergency Manager, a member of the Association of Contingency Planners and a Certified Emergency Manager through the International Association of Emergency Managers.

Ed has been an adjunct instructor for Institute of Police Technology and Management, the Florida Regional Community Policing Institute as well as the criminal justice institutes at both Seminole State College and Valencia State College. Ed is a Lead Instructor and Board Member of the NTOA, teaching courses in SWAT Supervision and Command Decision Making, SWAT Training Management and Risk Mitigation, and Tactical Operations in a Hazardous Environment. He is a past Principal Member of the NFPA 472 Standard Technical Committee on Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, the Inter-Agency Board Training and Exercise Subgroup and the NIJ Law Enforcement CBRN Ensemble Standard Technical Committee.

Don Alwes
National Tactical Officers Association

Don is a trainer and consultant with 28 years of law enforcement experience. He is a lead instructor for the National Tactical Officers Association in School/Workplace Violence and Active Shooter Response. Don is a firearms instructor for the NRA’s Law Enforcement Division and an adjunct instructor for Kentucky’s Department of Criminal Justice Training.

Wes Doss, Ph.D.
Writer and Author

Wes Doss, Ph.D. is an internationally-recognized firearms, tactics and use-of-force instructor with more than 30 years of military and civilian criminal justice experience. Doss holds a Master’s degree in Administration and a Doctorate in Psychology along with certifications from the U.S. Army, the U.S. Marine Corps, Arizona POST, the Smith & Wesson Academy, the Sigarms Academy, the NRA LEAD and FEMA. A writer and an author, Doss has been published in numerous industry magazines and has released two combat mindset books that are currently available and titled Train to Win and Condition to Win.

Timothy J. Holley
Meggitt Training Systems

Prior to joining Meggitt Training Systems, Tim Holley developed in-depth experience in the sales management and customer service industries. More specifically, Tim was an owner/builder of a Georgia residential building company, a finance/sales/training manager in the automobile industry, and a top producing Georgia realtor. He also taught many upper level mathematics courses his first several years after graduating from the University of Georgia. With many customer service, sales and education awards, as well as a passion for ballistics, guns, and hunting, Tim served as the Manager of Law Enforcement Live Fire Range Installations and Services for Meggitt Training Systems prior to his promotion to Manager of Law Enforcement Live Fire Sales.

James C. Johnson
SigSauer

Johnson retired from the U.S. Marine Corp and has 23 years experience in infantry and weapons. He has been with SigSauer military sales since 2010.

Capt. Don Kester
Pima County Sheriff’s Department

Capt. Kester has been with the Pima County (Tucson, AZ.) Sheriff’s Department since 1991 and is currently the Support Operations Division Commander. He has served as a patrol district commander and as the department’s Training Director. Capt. Kester’s SWAT experience spans over 18 years, having served as a trainer, SWAT Team operator, team leader, team sergeant, and SWAT Commander. Capt. Kester is certified as a Chemical Agents and Less Lethal Instructor by the FBI and Armor Holdings. He is also a Pepperball Technologies Instructor and has been a Master Instructor for Taser International. He is a Firearms, Defensive Tactics, and Use of Force Instructor and instructs many other specialties such as Rapid Deployment, Warrant Service, Hostage Rescue, TEMS, Incident Command, and Leadership, and has authored several articles on such topics. He has served as a Use of Force consultant / expert in cases in Superior Court and Federal Court since 2000. Capt. Kester has served on the Law and Legal and Defensive Tactics subject matter expert committees for Arizona POST. Capt. Kester has served as a delegate to the International Law Enforcement Forum (ILEF) for Minimal Force Options as well as the Advisory Council for the Office of Law Enforcement Technology Commercialization (OLETC) and as a member of the SWAT Technical Support Working Group (TSWG) for several years. He served as the Less Lethal Section Chairperson for the National Tactical Officers Association (NTOA) from 2001 until 2008. He is currently a member of the NTOA Board of Directors. He has a Bachelor’s degree in Business Administration from the University of Arizona.

Bill Murphy
Los Angeles County Sheriff’s Department

Bill Murphy has been a police officer in California for 33 years. He is currently a Deputy Reserve with Los Angeles County Sheriff’s Department after recently retiring from the Huntington Beach PD, where he was a Patrol Officer, Senior Patrol Officer, Firearms Instructor/Armorer, Use of Force Instructor, and SWAT team member. Bill is the Director of Training and lead Instructor for the SureFire Institute. He is also the owner/lead instructor of Firearms Training Associates in Corona, Ca. Bill has been a Gunsite instructor since 1992 and is a Rangemaster for Pistol, Carbine, Shotgun and Sub-machine gun. In addition, he is a Police Academy Instructor, NRA and FBI certified instructor, and an Adjunct Instructor for the U.S. Air Force Pararescue Advanced Training Center. He has extensive experience training US Military Special Operations, law enforcement officers, SWAT teams members, and civilians.

Bob Schultz
Heckler & Koch

Bob Schultz is Director of Training & Technical Services for Heckler & Koch USA and a veteran of both the U.S. Navy and U.S. Army. Prior to leaving the Army, Bob served as a small arms instructor for the foreign weapons program located at Aberdeen Proving Ground in Maryland. During his 21-year tenure with Heckler Koch, Bob has worked in law enforcement sales, test and evaluation, repair, training, and customer service.

Kevin Skeehan
Las Vegas Metropolitan Police Department

Kevin Skeehan was with the Las Vegas Metropolitan Police Department for 20 years. Currently, he is a Detective Sergeant specializing in computer forensics. He has spent the last 6 years working with SureFire to develop tactics and doctrine for using illumination tools to enhance the safety of the individual officer while also protecting the liability of the department.
